Well, It's a bad idea to keep sv_allowdownload 1 because there are many reason behind on it.

also, maybe you know.. i've seen this plugin on the [clerks] JustClamDown server, it prints their rules on the screen during came play, in an orderly fashion, fimiliar to the amxmod plugins for damage, any idea what that might be?

First of all you will need to learn how to install amxx plugins.
If you already know how to install plugins then have a look at plugins.

If you are the server owner then you can disable the High Ping Kicker plugin. In case you are the player then you will need to contact the server administrator to increase the ping limit.

if you don't do "sv_allowdownload 1" then no one can't able to auto download your personal map & sounds.

don't go for advanced bullet damage
☻using benifit of abd.amxx(advanced bullet damage)
1. it will show damage.

disadvantage
1. when u spec some one that time u can't see how much damage he take.

go for bullet damage
